About GCCR
With regulations comes corruption. And with the various social programs that offer free or subsidized handouts, comes idleness. With idleness, comes crime and civil unrest.
GCCR’s clients are businesses. They are the “customers” invited to enter a GCCR province. And it is the business owners who invite the people they need to work at their businesses. This means that, essentially, the citizens who enter GCCR do so knowing they have employment, not social programs or government entitlements. Consequently, they are naturally inclined to devote themselves to earning a good living and raising the quality of their lives through hard work, not committing crimes.
The significance of safety where we live and work cannot be undermined. Witness the exodus from every large city in America to the suburbs. In every large city in America, the possibility of becoming a victim of robbery and violence is higher than in the suburbs. So, the people move out.
A GCCR province offers a new destination for businesses to operate and people to live and work freely, safely, and prosperously.
If the United States is the country with the least taxes and regulations, then the only realistic option for improving upon the American system of government in our lifetime is to create a new system of government. – Donald Kirchinger
The rationale – and feasibility – for GCCR is based upon 3 premises. If you can agree with these 3 things, you will agree that GCCR is viable in theory and practice.
Property Rights and Sovereignty
The key to freedom is property rights; a government cannot operate as a business without owning property; within that property is sovereignty, an intangible asset in real estate.
Increase the property value, and you increase the sovereignty value. When a government acquires property and then increases freedom from government taxes and regulations in the property it owns, the property value automatically increases, as does the sovereignty value.

Civil Order
The maintenance of civil order in a particular geographic area raises the value of the property in that area. And, since people aren’t angels, wrongs that they commit against others must be addressed.
GCCR citizens purchase governing services; one of which is maintenance of civil order. GCCR citizens, i.e., customers, must ask for civil order in the form of police and court services. They have the right to choose to sign for it and pay for it through their own free will. [See Chapter 6]
Government as a for-profit business
If you agree that sovereignty is a property and that when a government owns property, it can operate as a business, then it is easy to see how a government can be “repurposed” to become a privately owned for-profit business that offers freedom as its service product.
The result is a government that will be 100% capitalistic, one that will be privately owned, operated for-profit, and pay out dividends. This will be a government that will not tax, but will earn its income like any other private business, by creating value for its customers; a government that will not initiate the use of force, but will only use force against those who initiate its use; a government that creates a country of totally civilized freedom.
